Few days ago that (telnet) worked but then immediately got 'connection closed' indicating server was up and responding to incoming requests on port 23 (telnet). Now the server is definitely down (or in single user mode, no networking). Hopefully this means someone is working on it ;-) Beeze/ .

At first I thought that it might be connection problems at *this* end. Trying some lynx gateways[1] at other sites[2], however, I find that they too are unable to connect to abuse.net. Is the site down? Or is there just a major connectivity problem in that geographic area?

At any rate, I would be more concerned at having users logon against it than I would be at having ADUC connect to it. site and the remote subnet in another - users would look first to the site they are in (by the machine IP) for resources, so they would only log in against the local DCs unless they were down.
